I worked with Germans and Swiss business associates for several years and am confident that I know what a German accent sounds like.
The therapist could be from one of several German-speaking countries in Europe.
But this is not relevant to foot massage. All I can tell from this foot massage video is that this massage therapist is precise in her technique, compassionate in her demeanor and speaks English with a German accent, which I find to be quite attractive and relaxing in a woman.
